Born on March 22, 1954. Graduated in Economics from the Instituto Superior de Economia (ISEG) of the University of Lisbon (1977). Specialist with recognized experience and professional competence in the field of Economics by the Scientific Council of UAL (2010 and 2014). In 2016, he has completed the courses of the first two semesters of the PhD in International Relations – Geopolitics and Geoeconomics at UAL.

Assistant Professor at UAL, where he started his activity in 1995, having been lecturing, in recent years, International Business (bachelor degree in International Relations). Previously he lectured International Economic Policy (bachelor degree in Management), Political Economy (bachelor degree in Law) and International Trade (Post-graduation in International Business).

At ISEG, he was a full time Junior Assistant and Assistant from 1976 to 1986, and, later, as a Invited Assistant and Invited Assistant Professor, until 2005. He was a member of the Management Board, the Pedagogical Council and the Senate of the Institute. He was responsible for the courses in International Economics (Bachelor in Economics) and International Marketing (Master in International Economy) and Payment Systems and Security (Post-graduation in e-Business).

Under inter-university cooperation, he was also in charge of courses of International Economics (bachelor degree), at the University of the Azores (1980) and at the Eduardo Mondlane University (Maputo) (1984).

Since 2018, he has been Member of the Board of Director of Banco Montepio and Vice-Chairman of the Board of Directors of the Portuguese Committee for UNICEF; between 2017 and 2018, he served as Board Adviser for business development and internationalization at SIBS International, S. A. Between 2015 and 2018, he served as a member of the General Council of Montepio Geral – Associação Mutualista (mutual financial organization). Since 2013, he has been Chairman of the General Assembly of ACEPI, Association of the Digital Economy, and, between 2013 and 2016, he was a member of the jury of entrepreneurship awards at the Representation of the European Commission in Lisbon.

He was Coordinator of the Market Studies Department at the Marketing Office of Montepio Geral (1986-1988) and Executive Director of Banco Comercial dos Açores (1989-1990). He then joined Unicre – Credit Financial Institution, where he successively held the positions of Manager, Deputy General Manager, General Manager and, between 2002 and 2014, Executive Director.

He was, on behalf of Unicre, Member of The Boards of Directors the Visa Portugal – National Association of Visa Card Operators (2004-2008), and of the   Paywatch – Integrated Payment Security Services, SA, and manager of Consulprest, Lda (1992-2003) and Equiprest, Lda (1995-2005).

At Visa Europe, he was a member of the Products and Marketing Advisers Committee (1992-2003), and of the Acquirers Forum (1999-2004).

He lectured courses, inter alia, on migration and digital economy, at the National Institute of Administration, and on means of payment, at the University of Saratov (Russia) and at the Institutos de Formação Bancária (Banking Training Institutes) of Portugal and Angola.

In the field of scientific research, he was a member of the Board of CEDEP – Center for the Study of International Economics, from 1978 to 2009, and carried out research on international labour movement, for INIC, Volkswagen Foundation (RFA), Royal Economic Society (UK) and OECD Technical Cooperation Committee.

He published several scientific works in Portugal, RFA, USA and Canada (namely, Breitenbach Publishers, International Migration Review, University of Ottawa Press, McGraw-Hill and Edições Colibri). He was consultant at Galileu – Revista de Economia e Direito.

Founding member of the Club of Geneva (since 2018), a non-profit think tank established under Swiss law, bringing together members of various nationalities, whose purpose is to study the geopolitical and social problems of the contemporary world in a neutral and impartial way.
